CONSTITUTION OF THE
NEBRASKA STATE COUNCIL FOR THE SOCIAL STUDIES
Article I Name
This association shall be known as the Nebraska State Council for the Social Studies. The term "social studies" is used to include history, economics, political science, geography, anthropology, sociology, psychology, and all modifications or combinations of subjects whose content and aim is predominantly of the social sciences and which are organized for the purpose of instruction.
The Nebraska State Council for the Social Studies, is designed as the official Nebraska affiliate of the National Council for the Social Studies. The Nebraska State Council for the Social Studies, supersedes and replaces the organization formerly named the Cornhusker Council for the Social Studies.
Article II Purpose
The purpose of this Council shall be to provide leadership in Nebraska for improving the teaching of the social studies, to promote the professional growth of social studies teachers, to encourage research in social studies, and other activities designed to improve the social studies programs in Nebraska schools and colleges.
In order to accomplish this purpose, this Council shall contribute to the direction, implementation, and evaluation of state social studies standards; cooperate with all agencies in the state including state and local education associations in improving the teaching of the social studies; serve the interests of the National Council for the Social Studies in Nebraska; encourage continuing professional development for social studies teachers, and promote and encourage the establishment of local councils for the social studies if deemed appropriate.
Article III Membership
Membership in this Council shall be open to all elementary, secondary, and college teachers of the social studies and others interested in the social studies curriculum and instruction. Members of this Council shall pay dues yearly as established by the Council Board of Directors.
Article IV Leadership Structure
This Council shall be governed by a Council Board of Directors made up of a representative group of individuals who will meet on a regular schedule to carry out the necessary functions of the organization, provide security for the financial assets of the Council, and represent the association in promoting social studies in Nebraska. The Council Board shall plan an annual conference for the entire Council membership once a year and communicate their activities to the entire membership on a regular basis.
The officers of the Board of Directors for this Council shall be President, President-Elect, Executive Secretary, Recording Secretary, Immediate Past President, Treasurer, and an Advisor (preferably the current Social Studies Supervisor for the Nebraska Department of Education). Additional members may be appointed to the Council Board as needed to carry out the duties of the Council. The Council Board shall initiate any standing committees they deem necessary to carry out the work of the Council.
Article V Elections of Officers
The Council Board shall present a slate of officers to be elected by the Council membership at an annual conference. Officers will be elected for a term of two years except for the Executive Secretary who will serve for five years. Officers shall be eligible for re-election with the exception of the current president who may not be eligible for immediate re-election to the post of president or president-elect. The Executive Board may select a person to fill a vacancy in any of the offices until the next election is held.
An elected officer may be removed for just cause by a two-thirds majority vote of voting members of the Council Board. The individual in question must be notified in writing that such action is being contemplated and must be given no less than two weeks nor more than four weeks to respond to the Council Board.
Article VI Affiliation of Local Councils
Any local social studies council in Nebraska that may be established may become affiliated with the Nebraska State Council for the Social Studies by adopting a resolution to that effect and forwarding a copy of that resolution and a copy of their constitution to the Executive Secretary. The Executive Secretary shall issue a certificate of affiliation to the local council. All officers and members of such local councils must also be members of the Nebraska State Council for the Social Studies.
Article VII Dissolution of the Council
Upon dissolution of this Council, if such should occur, the Council Board of the Nebraska State Council for the Social Studies shall distribute all of the assets of the Council, remaining after the payment of debts and liabilities, to such institution or institutions or association or associations as the majority of the members of the Nebraska State Council for the Social Studies Council Board shall direct, which are exempt from tax under section 501(c)(3) of the Internal Revenue Code of 1954 and Regulations.
Article VIII Amendments
This constitution may be amended by a majority vote of the active Council members present and voting at the annual business meeting of the Council. A notice of the proposed amendments to the constitution shall be distributed to the current membership of the Nebraska State Council for the Social Studies if possible, prior to the annual business meeting at which the amendment is to be considered.
Article IX Ratification
This constitution will be ratified upon receiving a favorable vote of two-thirds of the Council membership present and voting at the annual business meeting.
